In 1999, the newly appointed CEO of the German railway operator faced many challenges. One of them, the Berlin Central Station, was to become a landmark project not only for Germany’s capital and the railway operator but also the ambitious CEO himself.

Germany’s railway operator is set-up as an enterprise, it is, however, completely owned by the German state. New construction project, such as the Berlin Central Station, are, depending on their financial viability, partly financed by the operator and the German state. The case discusses the particular management challenges of this framework, and its advantages as well as challenges in bringing different interests together.
